Pada tahun 2005 lalu, telah diadakan nota kesepahaman (MoU) antara pemerintah pusat, pemprov, dan pemerintah kabupaten/kota se- Jateng terkait komitmen perbaikan dan rehabilitasi bangunan sekolah rusak. Dari MoU itu dicatat sebanyak 28 ribu unit bangunan rusak yang harus direhabilitasi hingga tahun 2008. Tapi target pemerintah untuk merenovasi sekolah rusak yang ada di Jawa Tengah selesai tahun 2008 meleset. Pasalnya hingga akhir tahun 2009 ini, masih terdapat sejumlah bangunan sekolah rusak yang belum tertangani. Demikian yang diungkapkan Sekretaris Dinas Pendidikan Provinsi Jateng, Drs Sunarto MPd, kemarin.
"Dari situ disepakati pembagian jatah untuk pemerintah pusat adalah 50 persen, pemerintah provinsi 30 persen dan pemerintah kabupaten/ kota 20 persen,"kata Drs Sunarto MPd.
Perbaikan terhadap sekitar 28 ribu bangunan sekolah rusak tersebut ditargetkan selesai pada 2008 lalu, namun hingga saat ini memang masih terdapat banyak sekolah rusak. Menurut Sunarto, target perbaikan dan rehabilitasi bangunan sekolah rusak itu memang telah tercapai pada 2008 lalu, namun data jumlah kerusakan bangunan sekolah rusak ternyata bertambah, sebab pendataan saat itu hanya untuk bangunan sekolah dengan kategori rusak berat.
Ia mengatakan bangunan sekolah rusak yang terdata saat ini kemungkinan berasal dari bangunan sekolah dengan kategori rusak sedang atau ringan yang terdata tahun 2005 lalu, namun kondisinya saat ini bertambah parah dan masuk dalam kategori rusak berat, sehingga perlu untuk diperbaiki.
Selain itu, kata dia, masih terdapatnya sekolah rusak hingga saat ini kemungkinan merupakan bangunan sekolah rusak yang terdata pada 2005 lalu, namun upaya perbaikan dan rehabilitasinya menjadi jatah pemerintah kabupaten/ kota dan belum tertangani.
"Sebab, bangunan sekolah rusak yang perbaikan dan rehabilitasinya menjadi jatah pemerintah pusat dan Pemprov Jateng telah selesai pada 2008 lalu,"katanya.
Karena itu, kata dia, pihaknya menghimbau pemerintah kabupaten/kota untuk memberi perhatian lebih terhadap upaya perbaikan dan rehabilitasi bangunan sekolah rusak yang hingga saat ini masih ada di wilayahnya masing-masing. Pihaknya juga telah menyiapkan alokasi anggaran yang cukup besar untuk menangani upaya perbaikan dan rehabilitasi bangunan sekolah rusak di Jateng pada 2010 mendatang.

Pemerintah Perlu Perhatikan Bangunan Sekolah Yang Rusak

Wakil Presiden Boediono menyatakan pemerintah akan menjadikan Aceh sebagai pusat pendidikan.
"Saya ingin menjadikan Aceh sebagai pusat pendidikan," kata Boediono di Ulee Lheue, Banda Aceh, hari ini dalam acara Peringatan Lima Tahun Tsunami.
Dia menambahkan pusat pendidikan merupakan sebuah status yang pernah disandang Aceh pada masa kejayaannya jauh sebelum terjadi konflik dan terpaan bencana tsunami.
Wapres percaya dengan modal semangat, tekad, dan komitmen yang kuat maka rencana menjadikan Aceh sebagai pusat pendidikan akan segera terwujud. "Satu bukti sejarah yang menunjukkan, sangat jarang suatu bangsa yang bisa tumbuh secara berkelanjutan hanya dengan modal sumber daya alam, hanya dengan ilmu pengetahuanlah kita akan bertahan," katanya.
Menurut dia, pembangunan sektor perekonomian di Aceh harus berkeadilan dan harus menjadi buah nyata perdamaian yang telah dicapai. Apalagi pada masa lalu Aceh jauh sebelum konflik, memiliki ciri pertumbuhan ekonomi di atas rata-rata dibandingkan provinsi lain dengan tingkat kemiskinan jauh di atas rata-rata.
"Konflik telah membalik semua itu, perekonomian Aceh tumbuh lamban bahkan negatif," katanya.
Namun, dia menekankan Aceh kaya dengan sumber daya alam dan infrastruktur yang lebih baik pasca-tsunami memungkinkan Aceh memiliki kesempatan untuk mengembalikan prestasi yang pernah diraihnya.
Tak lulus UN, bisa mengulang Rekor Muri paduan
Bandan Standarisasi Nasional Pendidikan (BSNP) menyiapkan kesempatan bagi siswa yang tak lulus Ujian Nasional (UN) utama, dengan mengadakan UN ulangan. Bobot sosal UN ulangan tersebut dipastikan sama dengan soal UN utama. Pemerintah juga memberikan solusi lain bagi siswa yang tak lulus dalam ke 2 UN tersebut.
Anggota BSNP Prof. Mungin Eddy Wibowo mengatakan kisi-kisi yang dibuat oleh BSNP digunakan untuk membuat soal UN utama, UN susulan ataupun UN ulangan. Sehingga dipastikan tak ada perbebdaan bobot dalam soal-soal yang digunakan dalam tiga macam UN tersebut.
Mungin juga mengatakan bahwa jika siswa peserta ujian ulangan, dinyatakan tidak lulus, pemerintah masih memberikan alternatif solusi lulus seperti halnya yang ditawarkan tahun lalu. Beberapa solusi tersebut yaitu mengikuti ujian nasional tahun berikutnya atau mendaftar ujian kesetaraan.
"Ijasah kesetaraan mempunyai kekuatan hukum yang sama dengan sekolah formal. Tetapi, jika ingin lulus dengan ijazah SMA/SMK ya, ikut ujian tahun berikutnya," tuturnya.
Terpisah, psikolog Undip Hastaning Sakti berpendapat, solusi yang ditawarkan pemerintah bagi siswa yang tidak lulus UN masih menyisakan dampak psikologis. Ia mengatakan bahwa siswa tak dapat lulus saja sudah merupakan beban, apalagi kalau mengikuti ujian kesetaraan yang dalam ijazahnya mencantumkan tulisan lulus UN kesetaraan.
Kesetaraan
Ia menceritakan, salah satu putranya yang dinyatakan tidak lulus, dan memilih ujian kesetaraan untuk menyelesaikan sekolah menengahnya. "Anak saya sekarang melanjutkan di PTN, IPK selalu di atas 3. Tetapi, status lulus dari ujian kesetaraan selalu jadi bebannya seumur hidup. Kerugian psikologis ini yang tidak bisa digantikan materi berapa pun," akunya.
Polemik tentang UN yang kerap diperbincangkan setiap menjelang pelaksanaan UN, dianggapnya semakin membebani siswa. Siswa merasa dibingungkan dengan permasalahan UN. Hal itu dianggap semakin menambah beban siswa. Menurutnya saat mendekati UN, siswa hanya fokus dengan pelaksanaan UN bukan dibingungkan dengan tarik ulur masalah UN.

Teaching college aims to raise education standards
Label: PendidikanSeventeen-year-old Sufyan Suri could not hide his enthusiasm when he spoke of his dream to become a teacher.
The high school graduate from Kotabaru, South Kalimantan, leaned forward and used hand gestures to emphasize Indonesia's need for more skilled teachers and to redefine its teacher-student relationship.
"There is a gap between teachers and students that restricts them from effectively communicating with each other," he told The Jakarta Post at the Sampoerna School of Education college in Jakarta on Wednesday. "We need to change this.
"Students should feel comfortable approaching their teachers."
Sufyan and 88 other students, all from underprivileged families, were granted scholarships yesterday from Indonesia's first private teachers college.
Forty-three students received full scholarships worth more than Rp 223 million (US$23,000) each. The remaining 46 were granted scholarships that covered their tuition fees for four years, worth Rp 168 million each.
The students were selected out of 1,200 applicants to major in mathematics or English at the undergraduate institution. Seventy-one students were from Java, 14 from Sumatra, two from Bali and two from Kalimantan.
Paulina Pannen, the school's dean, said she wanted to ensure students were provided with the skills to become highly qualified teachers, exceeding international standards.
The school has teamed up with Iowa University in the US, Nanyang Technological University in Singapore, and Massey University in New Zealand to develop its curriculum.
"We encourage our students to research and develop innovative teaching methodologies," she said.
The school has been structured to qualify students as senior high school teachers. To aid their learning, the school requires students to complete an internship, teaching in high schools for one semester in their final year.
"Our students will teach in one of the 17 state senior high schools and five Madrasah *Muslim schools* that the Sampoerna Foundation supports," she said.
The foundation, established by tobacco giant PT Hanjaya Mandala Sampoerna, has been providing schools with assistance to improve teacher quality through its United Schools Program.
Muchlas, from the Directorate of Higher Education at the National Education Ministry, said he hoped the school would enhance education in each of Indonesia's regions.
"I would like to see the school's graduates return to their respective regions to improve education across the country," he added.
Paulina said she strongly encouraged her students to apply their knowledge in their hometowns. She said that was where teachers were needed because schools in cities had "relatively adequate facilities" and many skilled teachers.
"Sampoerna graduates will be great assets to their regions because they are being trained to become highly skilled teachers," she added.
Sufyan said he looked forward to teaching in his hometown.
"We must give back to our communities and help them to prosper," he said.
Teachers urged to boost students participation
PGRI's representative for international affairs, Unifah Rosyidi, told The Jakarta Post on the sidelines of an international seminar in Jakarta on Monday that it was high time Indonesia's teachers answered to the new demands and challenges of developments in education.
"Education in the old days placed teachers in the center, but today, the learners, or students, are the center. Today, education is not just a matter of transfering knowledge, rather it is more about facilitating the students to get better, and to actualize themselves," she said.
Monday's seminar on developing a child-friendly school invited hundreds of teachers and lecturers from schools and universities from all over the country. Teachers from countries such as China, Egypt and Zambia also attended the event to share their experiences.
Unifah said efforts to disseminate information on students' rights and conducive learning environments had been made over the years through seminars and training workshops.
"Changing teachers' teaching paradigm is a long process. We need to continuously sensitize our teachers to how education The Indonesian Teachers Association (PGRI) has told its members to do away with conventional teaching methods and develop new teaching paradigms allowing for more active student participation.

Lund University of Sweden and the Swedish International Development Cooperation Agency have been training teachers from various countries in developing child-friendly schools.
Bodil Rasmusson from the university said during the seminar that such schools were the ones encouraging students' participation.
An example of students' participation, he said, was the establishment of child rights clubs where children had the opportunities to express themselves in many different ways - through poems, drawings, or festivals that involve the whole school and community.
"There are also examples of children being involved in the creation of new school rules. We have also seen many examples of improved relationships between students and teachers in the classroom," he said.
Unifah said to improve students' participation in the classroom, teachers needed to establish a teaching method that was meaningful, fun, creative and inspiring for the students.
"Also, they need to design the curriculum so that it could be flexible enough to allow creativity in the teaching process," she told the Post.
Rasmusson said developing a child-friendly school also required a provision of children's rights.
"We also have examples *of the provisions of child's rights* in opportunities provided to pregnant teenagers to return to school after delivery," he said.
Unifah highlighted that it was important to establish inclusive education in the country. "It is the right of every child to get quality education without being discriminated *against*," she said.
